We have an exciting new role become available. We are recruiting for a Facilities and Estates Commercial Planning Manager to work for a joint collaboration for Sussex and Surrey Police.

This role will be working out of either their headquarters in Guildford Surrey or Lewes Sussex.

PLEASE NOTE DUE TO THE NATURE OF THE POLICE CRITERIA YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS AT THE TIME OF APPLICATION.

JOB PURPOSE :- Promote and monitor both Sussex and Surrey's Police Force's interests in the statutory planning system, ensuring that both Force's future commercial growth requirements are identified, recognised and where possible funded through the Local Authority planning system or external income generating opportunities.

KEY ACCOUNTABILITIES

  1. Identify the Force's requirements to respond to future community growth impacts, ensuring that the implications of future growth/new development across all the Local Policing Areas (LPA) across Sussex and Surrey are assessed and clearly understood. Develop and review plans of each LPA and meet Local Authority information requirements in support of claims submitted either in response to planning applications or the development of Infrastructure Delivery Plans and Community Infrastructure Levy's.
  2. Monitor national & local planning policies and to influence and respond to appropriate consultation opportunities in order to protect and promote the Force's interests in relation to existing property holdings and the implications of future planned population, housing and economic growth. Engage with Local Authorities in development of LDF (Local Development Framework), community and economic strategy documents and Community Infrastructure Levy activity.
  3. Monitor submitted planning applications to ensure relevant applications are identified and appropriate representations are submitted, in liaison with the Force's Crime Prevention Design Advisers and others as necessary, to ensure co-ordinated responses are made covering scheme design, CCTV requirements, on-site Police facility requirements and/or financial contributions for the cost of off-site Police infrastructure (e.g. premises, vehicles, staff set up costs and equipment and Automatic Number Plate Recognition camera systems).
  4. Negotiate and secure developer/planning contributions in the form of s106 Agreements, Community Infrastructure Levy and by private treaty as appropriate, and to engage in planning appeals where required, in liaison with consultants and others as needed e.g., monitor local authority registers and engage with pre application activity on major schemes to highlight on and off-site force requirements'
  5. Engage, collaborate and build trust with stakeholders to influence planning policy development with external partners (fire services, local authorities, health service etc) and internal partners (Police and Crime Commissioners, Crime Prevention Design Advisors and relevant police staff) to promote the profile of Community Safety Partnerships (CSP) within planning policy.
  6. Collaborate with services in other forces to generate commercial income. Collaborate and develop relationships with other forces and organisations involved in planning work to raise the profile of the Police nationally. e.g. NPCC (National Police Chief's Council), Association of Police and Crime Commissioners, Department for Communities and Local Government policy officers. Periodically review/contribute towards the ACPO planning toolkit.
  7. Support the Head of Estates Services and other Estates teams as required in relation to other town planning work inputs (e.g., promoting existing Sussex Police and Crime Commissioner property interests through master planning and other planning policy activity, enabling work linked to delivery of both Force's Estates Strategies.
  8. Internal reporting and monitoring that ensures work programme outputs are reported for information and relevant decisions, by preparing reports to the Chief Constables Meeting (COM), Best Use of Resources Board (or similar Boards) and Police and Crime Commissioners on progress with key work strands.
  9. Develop a Commercial Policy and 5-year Commercial Plan for both Forces in order to realise income generation and funding opportunities across all areas of the estates and commercial operations.

ESSENTIAL CRITERIA

  • Educated to at least Degree level or equivalent i.e. Building/surveying.
  • BSc Hons in Town Planning and/or professional qualification in a town & country planning related discipline with membership of the Royal Town Planning Institute (MRTPI) or similar qualification.

KNOWLEDGE, SKILLS & EXPERIENCE:

  • Relevant and recent experience of close liaison between internal clients and external contacts, including professional advisers and representatives of other large scale public organisations
  • Knowledge and proven ability to appraise relevant planning policy documents and to submit required consultation responses
  • Fully proficient in the use of IT including Microsoft applications (Word, Excel, PowerPoint) with particular attention to detail. Proven experience of recording and managing data
  • Recent or relevant knowledge, understanding & experience of providing planning inputs/advice into estate management related activity (e.g. site disposals)
  • Proven experience of income generation in a secure and commercial environment.
  • Recent or relevant knowledge, understanding & experience of representing a public sector infrastructure provider, such as the Police in relevant planning issues
  • Requirement for a full UK driving licence.
