London or Manchester based – hybrid working model, 8 days per month in the officeThe Portfolio Management Office Lead will play a critical and high-profile role in the design, establishment and near-term operational success of the EPMO whilst permanent staff are recruited into role. This position involves a broad range of responsibilities, encompassing the design and mobilisation of EPMO services and capabilities including project management standards, methodologies, data management, PPM tooling and reporting.The position requires a highly experienced, knowledgeable and proactive individual with gravitas who can work effectively across numerous functions to ensure that the EPMO’s objectives are delivered. What will you be doing?• Manage the design, development and implementation of EPMO strategies and frameworks across the organisation.• Lead on the design, refinement and implementation of EPMO services and processes, ensuring they are efficient, scalable, documented and meet the highest standards.• Development of training and communication to launch and embed new EPMO services.• Collaborate with different departments to ensure the EPMO’s services are aligned with organisational needs and objectives.• Engage with key stakeholders to promote the value and benefits of the EPMO.• Upskill DCC staff and ensure effective and efficient handover of the new services to EPMO operational staff.• Facilitate the integration of new tools and technologies that enhance EPMO capabilities.What are we looking for?• Must have proven, significant design experience - designing and operating portfolio management offices in a complex organisational setting. This will necessitate having undertaken a similar role in a number of previous organisations.• Must have excellent senior management relationship development skills with the confidence to effectively challenge others where appropriate, whether that be Board, ExCo or Senior Leadership Team levels. Ability to work collaboratively across departments and with stakeholders at all levels.• Must have proven Project / Programme Expertise – Strong understanding of project management methodologies, tools and best practices.• Must have an analytical mindset, must have strong analytical and problem-solving abilities and be flexible and adaptable, able to manage multiple priorities in a dynamic environment.• Must have a Product Mindset – experience operating in a product-driven and outcome-based organisation.• Change Management – The ability to influence, shape and drive improvement initiatives in fast-paced and complex, ideally regulated, environments with multiple internal and external stakeholder groups.• Stakeholder Management – Ability to manage a complex set of stakeholder interactions, and resolve conflicting priorities if required.About the DCC:At the DCC, we believe in making Britain more connected, so we can all lead smarter, greener lives.
