East Cambridgeshire District Council have an exciting opportunity for an Environment Services Manager to join their team.

Location: Ely, Cambridgeshire (CB7 4EE)

Salary: £55,182 - £61,386 p.a. (Grade 10) plus an essential car user allowance of £1,239 annually, Emergency Standby of £4,095 p.a, and 17.4% employer pension contribution

Job Type: Full – time, permanent

Hours: 37 Hours per week, Monday - Thursday 8:45am – 5.00pm and Friday - 8:45am – 4.30pm

This is a superb career opportunity for an astute, forward-thinking Environment Services Manager, based in the beautiful cathedral city of Ely, at the heart of East Cambridgeshire District Council.

Environment Services Manager – The Role:

We’re looking for an individual with the ambition and drive to shape the Environment Services Team. Leading a dedicated and diligent team, you’ll bring a blend of strategic oversight, a customer-focused approach, exceptional relationship, and operational management to this busy and varied role.

You’ll be able to respond to the dynamic legislative and regulatory macro environment and meet the objectives of our Corporate Plan. Additionally, you will take a proactive approach to environmental enforcement and implement the new requirements of the Environmental Act 2021.

Environment Services Manager – Key Responsibilities:

- Serve as the Council’s lead advisor on statutory and non-statutory environmental services, including Environmental Health, the Home Improvement Agency, and Waste and Recycling Services

- Prepare, implement, and monitor service delivery plans, strategies, and transformation plans to ensure targets are met

- Provide operational and strategic leadership, delivering an efficient, effective, and customer-focused enforcement and regulatory service

- Offer senior technical guidance, support, and expertise to the services

- Ensure compliance with statutory and legislative frameworks, government policies, and Council policies

- Lead, motivate, and appraise staff to maximise effectiveness, morale, and job satisfaction

- Perform any other duties as required by the Director (Operations)

Environment Services Manager – You:

The ideal candidate will possess the essential qualities:

- Educated to degree level or above in Environmental Health, Waste Management, or a relevant Environmental Protection/Science discipline

- Successful leadership and financial management experience at a senior level, including managing complex budgets, leading change initiatives, and driving high-quality performance

- Experience presenting in public forums, including Council Committees

- Effective contract management experience and working with providers to achieve stakeholder requirements and service improvements

- Experience working with varied professional and non-professional stakeholders, and the general public

- Thorough understanding of legislation and statutory framework affecting service delivery, with strong technical knowledge of the Environmental Health and Waste Regulatory Framework

- Excellent understanding of change management techniques and expertise in issues facing Waste and Environmental Health, including the economic, political, and social context
