Early Years Sufficiency and Market Development Consultant

To ensure that the local authority meets its statutory duty to secure sufficient early years and childcare provision.

To provide high quality advice and support for all providers and prospective providers of Early Years and Childcare places including childminders, schools, academies and private, voluntary and independent settings.

Role Responsibilities:

  • Acquire detailed local knowledge of the Early Years and Childcare market and work with providers to secure sufficient places to meet local demand.
  • Work with providers to support them to produce and implement effective business plans and strategies, and to meet demands of their local childcare market, including expanding their provision where appropriate.
  • Support childcare providers with promotional marketing strategies to aid them to consider what will support the viability of their business
  • Support providers to review their governance arrangements and ensure that the most appropriate model is adopted.
  • Support twice yearly sufficiency audit data collection
  • Analyse district and ward level data to support with the creation of action plans to ensure there are sufficient childcare places at ward level across the county.
  • Provide support to existing and new providers around the suitability of premises to meet Ofsted registration requirements and operate effective childcare.

Essential Criteria:

  • Degree in Early Years and Childcare and/or Business
  • Have experience and a strong understanding of the statutory requirements of the EYFS
  • Have experience of providing advice, guidance and support to others
  • Demonstrate a high level of verbal communication, listening and interpersonal skills
  • Demonstrate a clear understanding of sufficiency and market development planning and the creation of sustainable early years childcare places
  • Knowledge and experience of early years and childcare within a business focused context including current up to date knowledge of the sector and relevant subject areas
  • Ability to interpret and analyse statistical data in an effective manner
  • Work independently and be intrinsically motivated
  • Ability to keep accurate records and communicate effectively, paying attention to detail
  • Efficient time management and strong organisational skills
  • Work effectively as part of a team and have a creative approach to problem solving
  • Demonstrate flexibility to respond to need across the county
  • Competent IT skills with desirable knowledge and experience of using Excel
