What will our interim Director, Transformation and Business Change do at Hillingdon?
You will take Leadership of the Transformation and Business Change Service, ensuring agreed projects and programmes of work are delivered and that a culture of putting our residents first is maintained.
You will be responsible for leading on the delivery of the Council’s Transformation agenda, working alongside the Chief Executive Officer and the Council’s Corporate Management Team to ensure the vision for future services and savings targets are achieved.
Your responsibilities will include:
In conjunction with the Cabinet Member for Transformation, the Leader of the Council, Chief Executive and Corporate Management Team to shape and deliver the strategic direction of the transformation programme to implement the future vision for the Council and enable savings delivery within the MTFF.
Leading on the cultural change programme to ensuring that the most modern methods of Service delivery are achieved, with an organisational culture that is reflective of the vision for the Council is in place, and direct the Project Management Office, ensuring effective management of all transformation and business change projects and ensuring that the reporting and governance is in place, along with tracking the anticipated benefits from business change projects.
Facilitating the effective prioritisation of transformation and change activity across the organisation to ensure success of the overarching programme and enable priority outcomes to be achieved.
Working collaboratively with Finance ensure there is close alignment between the Transformation work undertaken and the financial impacts on savings delivery, investment requirements and impacts on the Capital programme.
Ensure all proposals within the Council’s transformational agenda are fully scoped, with clear business cases detailing the financial impact and return on investment where relevant and ensure adequate resources are available to deliver key projects.
Being a role model the Council’s Customer Care Standards and ensuring these standards are met to deliver the Council vision of ‘putting our residents first’.
Selection, development and performance of the Transformation and Business Change Service Team in line with the Council’s HR policies and ensuring team members receive the appropriate level of communication to maintain engagement with the Council’s activities, and maintaining a safe and healthy working environment in line with Health & Safety at Work Act (#####)
About You:
An essential requirement of this role is a track record of the delivery of complex change within a Local Authority setting. This is coupled with the ability to identify the key priority areas which will deliver the best return, delivered in an agile manner.
You must be able to demonstrate the ability to work effectively at a corporate management level in a complex environment, managing and delivering multiple and complex transformation and change projects with a range of stakeholders.
Demonstrate the ability to drive through efficiency savings and behavioral change and respond positively to changing circumstances.
Experience of preparing comprehensive business cases or reports including the identification of costs, benefits, and risks.
Evidence a successful track record in commissioning and managing a range of external support to enable delivery of change and transformation.
Ability to work collaboratively and develop productive relationships with politicians and senior stakeholders and evidence a successful track record of working in partnership.
Excellent analytical skills, being able to evaluate complex problems and develop business solutions, exploring various options and their viability, evaluating risk against a changing background in the local government sector.
Qualifications:
A management qualification at degree level and / or significant experience in organisational leadership and delivering successful transformation programmes.
Evidence of continuing professional development.
