Represent MYTT on midwifery and maternity issues when required.Interpret overall health service policy and strategy in order to establish clear goals and standards.Respond to Maternity Transformation initiatives and ensure local application.Ensure that all statutory requirements are met and that all nurse andmidwifery practice is consistent with the NMC Code of Practice.Provide professional and operational advice and guidance at a senior level and expert advice to the Trust Board via the Chief Nurse.Contribute and provide professional advice to specific projects, and lead and manage designated work streams and projects as and when required.Provide effective midwifery and maternity input into the development of Maternity.Strategy and Policy and the service's Business Planning Cycle.As the most senior midwife within MYTT, develop maternity services byleading on the production of strategy documents and policies and procedures as required.Provideexpertise to the maternity leadership teams in identifying drivers forchange and opportunities for growing, improvingand redesigning maternity services and initiating strategic implementation plans in line with the LMNS.Lead the development and implementation of midwiferyand maternity workforce monitoring throughthe redesign of services and roles as appropriate, to provide improvements in service delivery.Develop strategies for effective recruitment and retention of midwives and nurses and longer- term workforce plans.Ensure close liaison with local universities to ensure educational programmes meet the training needs of nurses and midwives.To be actively involved in the regional/national specialty networks.In conjunction with the Divisional Director of MYTT and with outside organisations. Participate in regional and national meetings asrequired.Maintain an up to date understanding of developments and changes in legislation, national policy and guidance that relate to all aspects of midwifery and nursing practice and ensure that midwives and nurses are kept up-to-date and informed of the likely impact on MYTT.Translate national policy into local action.Promote and maintain an evidence-based practice culture for midwifery and nursing staff, ensuring the creation of effectivelocal, regional and national networks to share good practice, and be responsible for wide dissemination and implementation of evidence.Provide professional leadership and guidance for all midwifery and nursingstaff ensuring appropriate structures are in place that support midwives and nurses at all levels, and act as a role model both internally and externally.Ensure compliance with policies, procedures and clinical guidelines.Ensure that appropriately trained and competent midwives, nurses and non- registered support staff deliver effective care.Ensure all midwives and nurses comply with statutory mandatory training and registration requirements.Promote and encourage the career development of colleagues through involvement in training, research and education.Ensure that competent and capable midwife and nurse educators provide high quality training and education.Be instrumental in curriculum planning working collaboratively with the providers of both pre and post registration education.Lead the Senior Maternity and Nursing Team in ensuring that all midwifery andnursing staff have clear goals and objectives, regular appraisal and feedback on performance as well as personal development plans.Develop a culture that encourages midwives and nursesto be innovative, creative and challenging in the interests of patient care and professional practice.To be highly visible and approachable in clinical areas, and available to respond to mothers, relativesand the public by maintaining open and honest communication channels.To support the Chief Nurse, with workforce planning,professional development and clinical leadership of midwives across our Trust.To lead on and be professionally accountable for the quality of service delivery, ensuring effective women and baby centred care, research, training and development within the services.The postholder is responsible for carrying out formal research intomidwifery practices on an ongoing basis as an integral part of the roleincluding initiating, developing and coordinating research and developmentprogrammes across the midwifery service on a local and national basis. Thepostholder will be expected to be the Principal Investigator (lead) in keyresearch activity at national level.To promote the development and maintenance of high standards of care based on current evidence and within commissioned service specification, in order that the careoffered is person and family centred, sensitive and responsive to service users.Full details of the role can be found in the attached job description/ person specification.Person SpecificationExperienceSubstantial experience in a Head of Midwifery role.Detailed knowledge of NHS practices, policies and procedures and experience of implementing new policies across multiple services.Demonstrable experience of working successfully across functional boundaries at a Strategic level.Experience of working across other NHS organisations (or beyond) for benchmarking purposes or to identify best practice /areas for improvement.Experience of successfully managing many services in a complex organisation; including people and budgetary management.Demonstrable experience of overseeing Trust- wide initiatives; leading successful change management; service redesign processes; leading cost improvement programmes.An in-depth understanding of the Risk and Governance agenda with an ability to lead the Trust Clinical Governance agenda at Divisional level. Can demonstrate the successful implementation of a range of clinical governance initiatives across multiple services.Leadership of multidisciplinary teams.Understanding diversity and equality issues and how they impact and translate at Divisional and Trust level.Experience managing Neonatal Services.QualificationsRegistered Midwife with NMC Registration.Qualified to Masters Level or equivalent.Postgraduate management qualification or substantial relevant experience at senior level.Post graduate teaching qualification.Evidence of strong and recent commitment to continuous development.Registered NursePhD or working towardsKnowledge, Skills and AbilitiesHighly developed analytical and problem solving skills; capable of interpreting and evaluating complex, multi-faceted information; ability to summarise complex information; ability to make judgements and advise on the best course of action.A broad and highly developed understanding of nursing and midwifery policy and its implications for the workforce and future health care delivery.Be able to articulate the evolving strategy and vision for the future of nursing and be able to demonstrate the opportunities this will provide.Sound political judgement and astuteness in understanding and working with diverse groups and common sense in knowing when to brief up the line.An in-depth understanding of Workforce, Education, Standards and research issues within the NHS.Personal AttributesA strong commitment to openness, honesty and integrity.Highly developed communication skills to resolve complex, high-impact situations in highly complex environments.Disclosure and Barring Service CheckThis post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions.
