Design Manager (Alt HAN Co Crowded Meter Room Project) Background – About ALT HAN Co:
The Alternative HAN Company (Alt HAN Co) is a not-for-profit company jointly owned by Energy Suppliers. We were established in 2016 for the sole purpose of finding an industry-wide solution for smart metering in hard-to-reach houses, apartment blocks and commercial premises. Specifically, where the broadcast signal from a smart meter communications hub is not strong enough to reach the gas meter or smart devices in the home. This problem affects around 2.5% of premises – and if not addressed could leave behind around a million customers in the transition to a smarter, low-carbon energy sector.
Alt HAN is entering a critical phase of its delivery. During 2023 we will be testing the systems and processes with Energy Suppliers ready for full services for all GB Energy Suppliers to roll out devices.
How Alt HAN is regulated
Alt HAN Co operates in a complex regulatory and stakeholder environment. We were formed to enable businesses that ordinarily compete against each other to work together for the specific purpose of finding a common solution to smart meter blackspots. To reflect this our budget setting, cost recovery and internal governance processes are all regulated through a document called the Smart Energy Code (SEC), and we engage closely with the Department for Energy Security and Net Zero (DESNZ and the Office of Gas & Electricity Markets (Ofgem). We also have a key role in managing and coordinating the involvement of energy suppliers, whose involvement in Alt HAN is also subject to regulation.
Additionally, as an organisation we are subject to all standard regulatory and legal obligations relevant to a business operation such as ours. For example, data protection, occupational health & safety, product safety, employment law and corporate governance and reporting.
The Role:
Alt HAN is seeking an experienced Design Manager to work on an exciting new project to establish an innovative service that enables smart metering installations in multi occupancy buildings where existing metering equipment can not be upgraded due to spatial constraints. (‘Crowded Meter Rooms’). The project has recently completed a pilot phase and is now mobilising for an enduring service.
You will be an expert in meter room engineering to provide subject matter expertise, active assurance and audit capability (desktop and on site) to the AltHAN Crowded Meter Room Coordinator to ensure that resolution proposals are being made in a cost efficient manner while minimsing the impact on residents within the building as well as fulfilling the requirements of the project scope.
Job Description:
Design Management of a complex project, and subsequent operation, including:
Knowledge of asset ownership (i.e. DNO/BNO/Supplier and understand potential differences between DNO Assets (e.g. risers and laterals)
Establishing the framework and processes for design support, design assurance and the auditing of meter room engineering works.
Working with Alt HAN Co, and subsequently the contracted MEM and electrical services providers to define, using Industry best practice, legislation and codes, the Health & Safety parameters for meter room engineering.
Establishing, alongside the CMR Operations Team, the critical building owner, and resident considerations for a CMR resolution design and its execution.
Preparing and maintaining critical documentation/artefacts for the Design Support function.
Establishing and maintaining relationships with key stakeholders across the contracted MEM and electrical services providers, DNOs and associated trade bodies.
Managing the mechanism for and selection, planning and execution of assurance and audit activities for active or completed CMR cases.
Attending the sites of active or completed CMR cases for the purpose of in-situ assurance or audit activities.
Reporting of CMR assurance and audit outcomes, contributing to contracted MOP and electrical services providers performance reporting, and ensuring the escalation of critical risks, issues, and Health & Safety concerns.
Keeping up to date with, and sharing across Alt HAN Co, critical developments in meter room engineering, industry guidance and relevant building codes.
Driving forward continuous improvement in design, assurance and audit activities across the project, and subsequent operation.
Professional Experience, Qualifications, Knowledge and Skills:
Subject matter expertise in metering, meter room engineering and associated electrical engineering with Multi Dwelling Units (apartment blocks).
Assurance skillset, with the ability to design, plan and execute detailed case reviews.
Experience and capability in auditing detailed cases, both desktop based and on-site.
Critical understanding of key codes and legislation, for example COMCOP (under the Retail Energy Code) and DCUSA.
Experience in building relationships and working closely with key stakeholders across MEMs, DNOs, trade associations, and desirably, Building Owners/Building Network Operators.
Ability and capacity to travel to CMR sites (MDUs, apartment blocks) across Great Britain, where required.

Excellent communication skills to work with complex and diverse stakeholders to build relationships and drive forward continuous improvement.
Excellent interpersonal skills to translate analysis between technical and non-technical stakeholders.
Maturity to participate in a complex project as it evolves into a live operation.
Attention to detail and experience in making clear and well evidence recommendations and decisions.
