Failure to complete this section may result in your application not being processed.Job overviewThe role of the Deputy People and OD Lead is critical to the smooth running of our work force service within QE Facilities Ltd. Accountable to the Head of People Services for the provision of a responsive, high quality, professional People and OD service to QE Facilities Ltd.The Deputy POD Lead will provide operational advice and specialist knowledge on all people and OD related matters in line with the needs and priorities of the organisation. The postholder will be required to work collaboratively with the wider group People and OD Team with a focus on improving and enhancing people development, staff experience and developing a culture to support and enable transformational change.Main duties of the jobSupport the Head of Service to lead the delivery of the day-to-day People Service operational team by being customer focused, proactive and high performing, underpinned by digital innovations and use of technology, whilst being responsive to the needs of the diverse workforce.Provide leadership vision and direction for the people service team and for all customers of this team to ensure a high-quality service.Demonstrate and exemplify positive behaviours and attitudes, acting as a role model to others and nurture a culture in keeping with the QE Facilities and Group values.To provide professional People and OD Support and advice to the organisation on a range of people and OD issues, to include but not limited to, attendance/absence management, disciplinary and grievance matters, performance issues, policy interpretation and advice, organisational change, and development, bullying and harassment, employment legislation matters, retention, maternity, paternity and parental leave matters, redeployment, probationary periods, and flexible working.Work as an integral and involved member of the wider People and OD team, ensuring strong working relationships with Learning and Development, Recruitment and Occupational Health and Well being colleague to ensure that customer needs are met and operational challenges and pressures are addressed quickly, effectively and to a high standard.Deputising for the Head of Service as appropriate.Working for our organisation QE Facilities (QEF) is a wholly owned subsidiary company of Gateshead Health NHS Foundation Trust (GHNT), based in the North East of England.
We provide a range of non- clinical services to GHNT and other NHS organisations. Our services include: estates, facilities services, procurement, medical engineering and devices, endoscopy decontamination and sterile services, transport, out-patient pharmacy, and prevention & management of violence & aggression training (PMVA).
In addition we provide consultancy services, advising clients on all aspects of establishing a subsidiary company within an NHS body to the provision of VAT compliance advice.
QE Facilities work to their own Terms and Conditions and these are not the same as Gateshead Health NHS Foundation Trust Terms and Conditions. This is not an Agenda for Change Pay Rate. Detailed job description and main responsibilitiesLine management responsibility for the QEF People Advisory Team members.Oversee the provision of a comprehensive employee relations service ensuring appropriate capacity and expert advice across the organisation’s directorates this will include the management ofcomplex employee relations issues and sickness absence cases to minimise organisational risk and manage reputation. Providing operational support and guidance to the POD Advisor and Coordinator on all aspects of employee relations.Ensure strict quality and performance management of all employee relations processes to guarantee compliance with regulatory and legal requirements and timescales as well as guarantee excellent customer service.Ensure that robust agreements, plans and effective organisational change processes are developed with Trade Unions and staff representatives and ensure the provision of expert advice and oversight on organisational change processes.Support the QE Facilities Board SLT and SMT in advising on legislative and case law developments and minimise potential service disruption to the organisation caused by any employee relations or organisational change issues.Support the QEF Board SLT and SMT in advising on any matters arising from TUPE, ensuring a holistic and timely service in line with legislative requirements.Work closely with the Group Heads of Service and relevant external providers to ensure inclusion and access to all relevant associated training. Collaborate and support the delivery of training ensuring it is fit for purpose and is aimed at appropriate stakeholders to address identified skill gaps and shortfalls.Expert panel member for disciplinary/grievance/other associated panels, providing guidance, support and judgements to analyse, interpret and resolve complex and multi-factual cases where there is no precedent set.To support the Head of People Services in the effective management of Employment Tribunal claims and requests for employee relations related information, including Freedom of Information requests.Be the lead for reporting on employee relations casework, including understanding and monitor absence levels in the directorates identifying hotspot areas, looking at both long and short-term sick absence and work with managers and POD Advisors to support in the reduction of absence levels.To promote a culture of partnership working between managers, employees and staff representatives both locally and regionally to minimise conflict and promote an open and collaborative approach to joint working and problem solving.Facilitate and enable the development of workforce planning approaches across the organisation and in the short, medium, and long-term through the identification of workforce requirements, gaps in terms of numbers and skills, and the relevant, affordable strategies to bridge such gaps.Recruitment and Retention including temporary staffing.Support the Head of Service in delivering a first-class recruitment service that supports our reputation as an excellent employer and enables the attraction and recruitment of excellent staff and a diverse and inclusive workforce.Oversee the delivery of a first-class recruitment service that supports our reputation as an excellent employer and enables the attraction and recruitment of excellent staff and a diverse and inclusive workforce.Ensure that excellent people-management practice is undertaken to recruit the highest calibre of staff.GovernanceBe an active member of the QE Facilities SMT group and provide assurance on all people and OD related legislative, governance and best practice requirements and targets/standards, identifying corrective action where necessary.Ensure that effective performance management, monitoring and reporting systems are in place to provide accurate People metrics, assurance, and information.Person specificationQualificationsEducated to degree level or equivalent in a HR related subject or equivalent experience.Evidence of recent and on-going continuous professional and personal development.Mentorship or Coaching qualification.Chartered CIPD member.Higher level managerial qualification/master’s degree (MBA, MA) in a HR related subject or equivalent experience.ExperienceAbility to work at an operational level.Demonstrable extensive HR experience in a business partnering roleExperience of managing employee relations issues.
