Deputy Head of Service - Housing Asset and Compliance

It couldn’t be a more important and exciting time to join the team at Rotherham. We built our first council homes in 1919, and now we are one of the largest providers of Council housing in the country – with 20,000 homes, and a programme in place to build hundreds more.
The Council is proud of its record of providing safe, decent, good quality homes for residents. We have a healthy investment programme in place and well-performing cyclical maintenance and compliance functions, with high levels of decency and a growing number of homes achieving EPC C. Now we want to take this to the next level. For this newly created role, we need an experienced housing professional to bring together and lead our asset management, investment and compliance services, as we ramp up our stock conditions surveys and refresh our investment plans. You will lead the development of a new asset management strategy aligned with our 30 year business plan, with safety, quality and energy efficiency at its heart.
Reporting to the Head of Housing Property Services, you will be responsible for housing property compliance, stock data, investment planning and our decarbonisation plans, supported by a range of new roles currently being advertised and recruited to, as well as existing teams. You will ensure that our housing stock is decent and compliant in line with regulatory and legislative requirements and with Council objectives. You will play a key role in assuring our tenants, the Senior Leadership Team and Cabinet on compliance with the Regulator’s Safety and Quality Standard. You will also deputise for the Head of Housing Property Services as required.
To be considered for this role it is essential that you have extensive experience and knowledge of social housing asset management and demonstrable experience of managing a large team including change management. You should be able to demonstrate your commitment to tenant engagement and involvement and should have a demonstrable track record of capital programme delivery and high performing services.
We offer a comprehensive reward package which includes flexible working patterns and generous holiday entitlement. Owing to the unique set of responsibilities assigned to this role, a market supplement of up to £7,675 in addition to the advertised salary is available.
