REED are delighted to support our client a growing housing organisation who wishes to recruit a Deputy Head of Asset Management to join their teamYou will be responsible for supporting the Head of Asset Management to provide leadership, strategic direction & operational management to the team. You will assist in the delivery of response maintenance, lead in formulating a 30 year investment plan & update the stock condition database & deliver the annual planned maintenance programme & lead in the measuring & reduction of carbon emissions through installation of solar PV & energy efficiency measuresResponsibilitiesDeliver the Asset Management StrategyManage stock condition assessment process & ensure full information to make investment decisions, predict building element failure & estimate costsPlan a cycle of stock condition surveys & ensure component replacements recorded Lead in developing stock investment plan aligned with the Financial Plan Ensure 30-year stock investment plan & planned maintenance programmes facilitate the delivery of objectives including transitioning sheltered schemes to ‘stay put’ fire strategies upgrading schemes to a contemporary standard & achieve carbon reductions to fulfil ‘Net Zero’ targetsLead regulatory obligations & prompt remediation of damp & mouldDraft asset management policies & procedures in line with good practice & legislationPlanned Maintenance - Liaise in formulating the annual planned maintenance budget & programmeEnsure scheduling of works & procurement of contractors in line with policies & procurement law Manage planned maintenance projects ensure they are delivered on time & to a high standardProcure frameworks of contractors & identify 3rd party frameworks through which projects could be procuredManage the planned maintenance budgetResponse MaintenanceProvide support to deliver high-quality response maintenance servicesProvide advice to Technical Officers eg; determining the scope of works & authorising expenditure Assist in contract management, liaise with contractors & lead in contract management meetingsSupport development of processes, including the implementation of new IT software Update response maintenance policies & proceduresGovernance Assurance & ComplianceEnsure high standards in Health and Safety & in delivery of the planned maintenance programmeSupport enabling compliance with all statutory & regulatory obligationsCollate & present KPIs & performance dataProvide accurate reports to Board and CommitteesFacilitate internal audits, draft terms of reference & implement recommendationsDraft policies & procedures Essential Qualifications 3rd level qualification in a relevant subject, e.g. Surveying, Building or EngineeringMinimum of 3 years’ experience gained in a housing, building or related organisation with experience in the management of a planned & cyclical maintenance programme. Desirable Qualifications - Health and Safety qualification: e.g. NEBOSH Cert; CSR Gold CardMembership of a relevant professional body, e.g. CIOH/CIOB/RICS Working knowledge of AutoCADExperienceMinimum of 3 years’ experience gained in a housing, building, or related organisation, able to demonstrate experience in the management of a planned / cyclical maintenance programmeManaging construction contracts Achieve targets & objectivesStrategic planning, project management & organisational reporting skillsPublic sector or housing association experience (Desirable)KnowledgeKnowledge of Building Regulations; statutory health & safety in construction & asset managementExcellent communication & experience of writing reports, presentations & policiesPlanning skills & problem solving skillsExcellent time management skills, able to organise & prioritise workload to deadlinesConfident use of MS 365 / OfficeFull driver’s licence & access to own car for NI travelBenefits: Excellent salaryHybrid rolePension – 10% Employer contribution to defined contribution schemeAnnual Leave – 26 days (in addition to 13 statutory holidays) - rising to 28 days after five years
