Location: Cardiff, South Glamorgan – hybrid working

Salary/Rate: £101,390 per annum

DHCW is seeking to appoint a senior member of the Finance and Business Assurance Department within DHCW, operating alongside the Executive Directors, stakeholders including the Welsh Government, and reporting directly to the Executive Director of Finance.

The post holder will be operating at a strategic level, dealing with complex and sensitive financial information and negotiations daily. The Deputy Director of Finance and Business Assurance will ensure that support is being provided to DHCW in delivering its strategy through objectives set in core areas of financial, commercial, quality and performance management, planning, policy development and compliance.

The main duties of the job include:

* Acting as Deputy to the Executive Director of Finance and Business Assurance for Digital Health and Care Wales and taking accountability for leading and delivering the Finance and Business Assurance functions within DHCW.

* Providing a comprehensive, relevant, and value-adding financial, commercial, quality, performance and transformation advice, plan and reporting function for the DHCW Board, its subcommittees, directorate managers and external regulators.

* Influencing strategy and policy development on all Finance and Business assurance related matters.

* Developing and implementing the DHCW Board's strategic Finance and Business Assurance plans and approach, leading on financial sustainability.

* Advising Directors across DHCW of the financial and business assurance impacts of service/product development and operational work in conjunction with Directorate teams to develop and implement DHCW policies and plans.

* Providing subject matter expertise and support in financial programme management from idea generation to sustainable product service, ensuring relevance for a digital age.

* Driving an increased understanding of cost, quality activity drivers and performance metrics across directorate teams, using performance indicators, costing techniques, business cases and investment appraisal guidance and other centrally led finance and business assurance initiatives to meet DHCW priorities.

Main Responsibilities of the role:

* Providing leadership within the Finance & Business Assurance function, and across the wider DHCW. The post holder will be expected to deputise for the Executive Director of Finance.

* Overseeing compliance with complex legislation and national standards.

* Developing financial plans and ensuring their integration with other organisational plans.

* Ensuring the financial guidance is clearly communicated throughout DHCW.

* Developing and delivering complex financial presentations and relevant reports, conveying financial concepts and information clearly and persuasively, including presenting to the public.

* Leading NHS Wales in the understanding, policy developments and tooling in relation to anything related to digital finance and business assurance with the aim of providing influence on the national platform.

* Management and direction of the business assurance functions to help them cope with the competing demands of departments and strategic plans, ensuring the capability provides clear, robust analysis, communication, and commentary on DHCW activity.

* Providing leadership within the Finance and Business Function, developing and implementing staff development strategy.

* Leading compassionately developing the team with necessary competences to lead in a national digital context
