£41,808 - £45,021 per annum inclusive (Grade 10) The Role An exciting opportunity has arisen for a Contracts & Accreditation Officer, and you will be a part of the Contracts & Market Engagement Team and have a key role in ensuring that adult care services are contract managed effectively and provides quality assurance. The successful candidate will be enthusiastic, resilient, organised and will be able to demonstrate that they have knowledge of contracts management and monitoring experience of social care contracts. This is a demanding role, offering variety and an opportunity to learn new skills and develop your knowledge. The successful postholder will be someone who can communicate and negotiate effectively both verbally and in writing to achieve the best outcomes for borough residents and secure best value for the Council. Key Responsibilities The council are committed to providing good quality services for vulnerable adults in receipt of social care in Ealing. You will work closely with external support provider market, to ensure contracts and effective contract monitoring are in place. Some of your key tasks will be: * To visit and Contract Monitor providers we commission with good knowledge base of contractual arrangements in place and regulatory bodies regulations to ensure providers are compliant. * To complete telephone monitoring to ensure the voice of our customers is heard. * Navigate confidently on different platforms to export intelligence and information quickly. * Compile reports and present at high level meetings. * Respond quickly to non-compliance contractual issues raised. * Engage regularly with different teams such as social work, safeguarding, finance, and accountancy. * Ability to work on own initiative and manage own workload. Skills and Qualifications Essential knowledge, skills and abilities * To be responsible for robust contract arrangements, procedures and systems for externally provided service contracts * To co-ordinate / administer the contract process, preparing of documentation and information to service providers. * To co-ordinate responses to pre-tender enquiries in order to ensure that only suitable service providers are invited to tender, compliance checks, negotiation of amendments, preparation of contract paperwork and setting up of contract evaluation and monitoring meetings. * To liaise with relevant officers over the preparation of service specifications, ensuring that these are consistent with Council policy and good practice * To be responsible for the ongoing management of the contract in order to ensure that all contract conditions continue to meet contract requirements and accreditation standards * To manage the systems for monitoring the performance of contracts, and prepare regular reports for the Contracts Manager * To be responsible for the payment of invoices and monitoring of budgets associated with externally provided service contracts. To follow up any queries (e.g. contract charges), and to implement and manage effective systems for monitoring financial commitments against contracts and make regular financial reports to the Contracts Manager. Essential Qualification(s) and Experience * Excellent procurement, contract monitoring and negotiating skills * An understanding of Safeguarding Adults protocols * Experience of IT systems e.g. Frameworki, CarePlace, PAMMS * An ability to focus on delivering prompt and effective outcomes * An ability to work on own initiative and manage own workload * An ability to work within a demand led service with conflicting deadlines * Experience of inducting and supporting new staff * Substantial experience working in a health or social care contract management setting * A working knowledge of contract procedure rules and compliance monitoring This role is deemed customer facing and as such you must have a command of spoken English which is sufficient to enable you to effectively perform the role.
