Overview:
The Construction Delivery Lead (CDL) forms part of the Construction Delivery Team embedded within the Construction Delivery Group and oversees the construction activities carried out by the Tier 1 contract partners. The CDL reports to the Senior Construction Delivery Manager (SCDM) and is supported by the Construction Delivery Manager(s) (CDM). In collaboration with SCDM, CDM and the rest of the HPC Delivery Team, the CDL is responsible for the planning, coordination, and implementation of assigned construction activities to manage the interfaces between adjoining sections of the project. The CDL is expected to adhere to (and suggest enhancements and improvements) to company policies, procedures, and protocols to ensure the project's safety, environmental, quality standards and
schedule milestones are achieved.
The Construction Delivery Lead should look to be out on site 50% of their time and in the Office 50%, attending/leading/chairing meetings and producing reports etc, along with general admin. This ratio is for guidance only and subject to change, either way, due to circumstance at any given point.
Contextual Information
Operating Environment
Hinkley Point C is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants, and the position will be part of HPC Site Construction Team.
The CDL is responsible for the delivery, co-ordination, and management of a designated section of the Works. These areas, which will be associated with specific Contracts, will predominately be in the Nuclear Island (NI) of
Unit 1 & 2.
The CDL will be required to liaise closely with the MDT and lead the Construction delivery role within it. This responsibility extends to all construction and related activities including surveillance, logistics, planning and implementation in collaboration with the site wide logistics team, commercial management, reporting both internally and externally, programming and planning, monitoring and close out of authorities' obligations and conditions, client liaison, and staff management.
Principal Accountabilities:
• Manage and develop their Construction Delivery Managers, to ensure they have a good understanding of
site activities and can carry out their role accordingly.
• Oversee all aspects of Health Safety and Environment during construction activities in their allocated area.
• Undertake and record safety and/or assurance inspections that support the project KPI's.
• Construction Delivery Lead shares the Construction Delivery Manager's responsibilities depending on work
area and scope complexity. When nominated by the SCDM, undertakes role of Construction Delivery
Manager for specific areas as and when required.
• Organise and conduct Weekly planning meetings called Plan of the Week (PLOW's) with the Contractor
Partners, to ensure that the coordination and short term planning is in line with the overall delivery schedule
and outputs are recorded and issues escalated.
• Supports the CDM/Contract Partners in the running of the Plan of the Day meetings (PLOD's)
• Leads all Weekly Construction meetings for their area of works and contracts, using and updating the Issues
& Action Tracker created for all of the NI Works. CDM to support.
• Oversee the contractor's management of all construction and labour force logistics and contracts relating
to the works to be constructed.
• Support the Tier 1 contract partners in the delivery of their scope, providing information and co-ordination
to support the contractual management of the works.
• Recommend temporary measures to mitigate against safety and/or quality concerns, along with program
restraints. Follow up by taking appropriate and proportionate action (e.g., issue communications, call
meetings) to avoid the cessation of works. This includes but is not limited to review of documents, assurance
audits, etc.
• Reviews the Construction Daily Site Logs (DSL), Surveillance Guideline, produced by the CDM's, to ensure
information is reported to the required level of detail, up through the organisation and escalates any
issues/concerns via detailed reports. Fieldview and QCFC training will be required..
• Assists CDM's & Tier 1 Partners in the production and validation of RAM's Addendums.
• Supports the CDM in Reviewing and Signing WAF's (Work Authorisation Forms) to give approval for Work
Authorisation on all work areas under his control. Approves to give “go ahead” before final processing of
WAF by Permit To Work (PTW) office.
Knowledge, Skills, Qualifications & Experience
Essential
• Management of strategic planning of site set up, construction sequencing, recovery plans and resource
allocation.
• Good working knowledge of commercial principles affecting construction matters.
• Ability to produce informative, concise reports.
• Considerable working knowledge in the delivery of large complex projects
• Relevant Degree (or equivalent) in Civil Construction.
• Working understanding of the post holder's obligations under CDM Regulations
• Excellent organisational and communication skills
• Able to deliver results when working under pressure.
• Ability to manage multiple stakeholders.
• NEBOSH, SMSTS or IOSH qualification holder.
• Collaborate with other managers to effectively manage operations of the site.
• Adopt a results-focussed mind set, using initiative, and taking personal responsibility and accountability to
ensure necessary action is taken to deliver excellence, value, and quality.
Desirable
• Experience of operating in a high security environment advantageous
• Experience within the Nuclear environment is advantageous but can be offset by demonstrable experience
within Civil Engineering/Construction
• Knowledge of French can be an advantage.
