Compliance and Training Manager required to oversee all aspects of Compliance, Training and Quality Management

Client: Local Authority in West London

Job Title: Compliance and Training Manager

Pay Rate: �26.90 per hour PAYE or �35.12 per hour UMB (Inside IR35)

Hours: 35 Hours a week (Mon-Fri) Hybrid, mix of office, site (providers offices, schools etc) and home

Duration 3 Month Contract (possible extension)

PURPOSE OF ROLE:

Purpose of role
  • Oversee all aspects of Compliance, Training and Quality Management of the delivery of the All-Age Passenger Transport services for children and adults with additional needs and disabilities

  • To ensure the efficient operation of travel assistance to children and adults by ensuring all involved with the service receive the training required to deliver a High Quality and Compliant service.

  • To assist and support the Head of Passenger Transport with the overall and day-to-day management of the Service

  • Deputise for the Head of Passenger Transport as and when required.

  • Work with and support the Operations Manager by developing and implementing training and management control systems to ensure the highest possible level of customer service, safeguarding and risk management and mitigation.

  • To develop and carry out audits of external providers of transport services (including drivers and passenger assistant services) to ensure they are operating reliably, within their contract terms, providing high quality services and value for money.

  • Develop and monitor key performance indicators for the service and produce monthly reports for the Head of Passenger Transport.

  • Working with the Operations Manager set up and maintain up to date training records for all service staff.

  • Ensure that all new legislation, policy and practice guidance is understood and implemented by the whole service.

  • Work with the Operations Manager to help source, negotiate and secure service packages in a professional and timely manner whilst ensuring contractual paperwork is checked, approved and issued to service providers in a timely manner.

  • Work with and support Operations Manager to drive the service to attain the highest professional standards, and that all aspects of transport operations are safe, legal, cost-effective and focussed on the needs of passengers, clients and service commissioners, whilst managing the key relationships between the transport section and Special School head teachers.

  • Develop formats and templates for risk assessments, service schedules, service user handover processes and service guidance documents in conjunction with the Operations Manager, and ensuring that they are all up to date, accurate and communicated effectively and understood throughout the service.

  • Develop and manage a service wide audit system that measures service compliance and excellence and working with the Head of Passenger Transport and Operations Manager ensure that all audit recommendations are implemented.

  • Continually review all relevant legislation, DfE and other bodies guidance, and Client policies and working with the Head of Passenger Transport and the Operations Manager, ensure the service is fully compliant.
Key accountabilities
  • Working with the Operations Manager, to develop, schedule and carry out onsite inspections to ensure that all contractors have the relevant licenses, insurances and that DBSs are in place where required.

  • To assist the Head of Passenger Transport with the recruitment and selection of staff.

  • To support the Head of Passenger Transport and work with the Operations Manager with responses to complaints. Dealing with customers on an individual or group basis. To have the ability to provide complex reports relating to any issues which arise.
