Job Title: Business Analyst

Location: Newtownabbey

Duration: Temporary – 6 months initially with possible extension.

Hours: 37 hours. Mon-Fri 9am-5pm

Salary: £20.31 per hour.

On behalf of our client, we are seeking a Business Analyst who will work with internal and external partners to develop systems and processes to collate, manage and maintain information in the areas of Economic Development, Investment, Planning / Land ownership and Economic and Social Regeneration.

The Business Analyst will:

- develop an effective and efficient information system to meet the needs of the Council, investors and our partners. This will include the design, management and implementation of a commercial property portfolio.

- assist with the development and procurement of a CRM system to meet the needs of the Economic Development function and ensure that information in relation to businesses in the local area is comprehensive and up to date.

The post holders will play a key role in producing reports which evidence the progress being made against Section, Department and Corporate objectives/targets and KPI’s to meet both internal needs and those of external funders e.g. Levelling Up Fund, Department for Communities etc.

Core Responsibilities include:

* Collation, management and maintenance of sensitive business, commercial and investor data to facilitate an effective client management approach for the delivery of the Council’s Economic Development services.

* Devise, develop and implement effective frameworks for evaluating the impact of regeneration and investment programmes and activities for the Council and third-party organisations , including funders.

* Develop and manage a methodology for monitoring the impacts of the Council’s Economic Development interventions and services. This will include undertaking qualitative and quantitative research and managing sub-contractors to form a performance dashboard against service KPI’s (eg. footfall, vacancies, customer feedback surveys and business & customer sentiment )

* Contribute to the development, implementation, monitoring, evaluation and updating of annual business plans by identifying the appropriate analytical tools and techniques to promote informed decision making by the Council.

* Design and implement surveys to gather primary data from stakeholders, including businesses and investors that can be used to influence key decisions of the Council to attract investment and meet the needs of funders

* Research and analyse new and emerging trends including investment and sectoral growth trends from a range of data sources. Evaluate data from various sources and make evidence based investment recommendations.

* To assist Officers in the development of corporate plans and strategies, for example tracking employment land for use to inform the Local Development Plan.

* Manage the delivery of internal and external funding in support of the Council’s investment and regeneration objectives by conducting verification visits, and completing monitoring and evaluation processes to ensure full compliance with all recommendations, guidelines and requirements set by funding bodies or the council’s funding agreements with investors.

* Assist the Strategic Investment Manager and the wider Economic Development team in the preparation of accurate data for use in Committee and Council reports. To be responsible for writing up the findings of the statistical analysis in such a way that it can be accessed and used by the Council and its partners.

* Establish and maintain a network of contacts concerning investment and regeneration matters, including Council Officers, statutory and non-statutory agencies, other local authorities, the private sector, educational establishments and the media ensuring good working relationships.

* Maintain a high quality customer focused approach which will include the commissioning of specific specialist surveys to meet the needs of investors in a timely manner

Essential requirements include:

* Have a degree or equivalent qualification in a subject with a statistical component i.e. physics, mathematics, engineering, computer science, economics, geography, business or statistics or other similar discipline

* 3 years’ previous experience of undertaking research, collating data, analysing information, identifying issues, maintaining data systems, and making effective evidence recommendation

OR have five year’s experience as outlined below:

Experience of developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality

Experience of the analysis, interpretation and presentation of complex data and information and using data and evidence to influence decisions and improve outcomes

Analytical skills with ability to collect, analyses and disseminate large volumes of data with attention to detail, accuracy and data quality

Knowledge of database validations, constraints, data sources and data types

Be able to demonstrate a high level of technical expertise in sourcing appropriate data and using models to manipulate data.

Must be able to demonstrate competence in use of MicrosoftOffice applications including word spreadsheets, databases and email

Ability to produce succinct, well-argued reports and narratives

Ability to work independently with limited supervision, and have experience of prioritising and working to tight deadlines

Ability to take responsibility for the delivery of outcomes and ownership of projects

Full current driving licence or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.

Available for flexible working including evenings and weekends.

Competent in the use of Microsoft Office and Windows Applications

Desirable critera:

* Ability to demonstrate experience in using official data sources and using these to produce analytical reports for decision makers
