REPORTING TO: Senior Quantity Surveyor

JOB PURPOSE : Responsible for Commercial and Quantity Surveying Function on the Highways England South West M & R contract

KEY TASKS AND ACCOUNTABILITES :
* Maximise commercial return on the contract.
* Drive value for money and efficiency savings in accordance with contract delivery
* Be continually aware of the profitability of orders that form part of the contract
* Review and report weekly cost & value for projects and maintenance schemes and liaison with operations
* Manage Subcontract accounts from procurement to final account
* Monthly forecasting of the contract
* Making sure accurate records are maintained and supplied to client
* Commercial management and reporting in conjunction with operational managers
* Work in Partnership with the Client and in a collaborative manner
* Management of Subcontractors from Enquiry to Final Account
* Assist finance in compiling of monthly applications for payments
* Compiling monthly CVR reports & reviewing with Managers
* Commercial assistance to operations
* Site measurement procedures and processes
* Attending Contract progress meetings where required with Client
* To actively foster a positive staff morale.
* To willingly carry out any reasonable task as requested by a member of management.
* To ensure effective financial and commercial management practices are used in accordance with company guidelines and procedures.
* To assist Operational Managers and other operational staff in the financial and commercial management of orders as directed by the Senior Surveyor
* The accurate and timely preparation of Applications for Payment and Invoice, including the compilation of all supporting information, as directed by the Senior Surveyor, including the preparation of periodic measures and valuations
* Preparation of monthly valuation reports and Cost Value Reconciliations
* Assisting in the review of contracts with operational staff to highlight shortfalls and cost overruns.
* Liaise with the site management teams in the preparation of Early Warning Notices / Compensation Events, for both submission and internal reporting.
* Support operational teams to ensure that contractual obligations are met in relation to noticing and submission of Early Warning Notices / Compensation Events to protect entitlement.
* Subcontract management within projects, including sub-contract payments and liabilities
* To provide contractual advice and support to site managers and supervisors as appropriate and required.
* To liaise well and work closely with the Senior Surveyor to identify Operational Managers / Supervisors requirements and provide effective commercial solutions.
* To liaise and develop long term relationships with operational managers / Supervisors and others as required in client, supply chain and other partner organisations to maximise all potential business opportunities.
* To liaise with operational teams to maintain effective cost and value control in scheme activities.
* To carry out all duties and responsibilities in a manner that supports the Company Vision and Mission.
* To carry out all duties and responsibilities in a manner that visibly underpins the company's values and beliefs.
* To support the Senior Surveyor/Commercial Manager in the implementation of performance measurement, financial and contract management and to ensure the effective monitoring of the systems and procedures during contract delivery.
* To work closely with the Senior Surveyor/Commercial Manager, the Commercial team and Operational staff to ensure effective contract delivery and to facilitate an effective learning loop between contract delivery and commercial performance.

Qualifications
* GCSE or equivalent
Experience
Essentials
5+ years industry experience
Worked in small and medium sized contracts,
Placed and written subcontract orders
Understands costing of labour, plant and materials
Understands valuations, applications for payments and variations
Able to place subcontract enquiries, orders and pre let meetings
Understandings of measurement, rates, build up and cost control
Previous experience in a commercial role within a highways maintenance environment
