Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for an Assistant Director Strategic Property on a 6 months contract with the possibility of extension.
Main purpose of the role
To lead, shape and drive improvements in the delivery of Property Services, providing operational oversight and leadership for all aspects of services including:
Strategic Property
Operational Property
Facilities Management
Property Capital Programme delivery
Property Investment Management
Responsibilities and duties
To be the lead manager responsible for the operational delivery of the client’s property portfolio as a whole, ensuring that regular communication, contract management principles and adherence to established performance management frameworks are delivered as per the contract provisions.
To lead in the development of and the delivery and implementation of policies, plans and budgets associated with the identified service areas, enabling the delivery of effective and efficient services, meeting legislative requirements and in compliance with the client’s policies, financial regulations and standing orders.
To lead on the development of innovative and well-organised service solutions that deliver seamless, responsive, and high-quality outcomes.
To ensure that statutory responsibilities are adhered to and evidenced
To provide Chief Officers and members with estates, asset management and valuations advice.
To monitor the progress of capital projects being undertaken by the service are compliant with programme and budget.
Ensure that all properly development, disposal and valuation work is maintained on a monthly basis and set time limited objectives as appropriate.
Ensure that all investment/ non-operational property is effectively managed to effectively reduce voids and maximise income as per the contract agreement.
Where appropriate, engage and manage specialist consultants.
To lead on the annual budget planning processes within the context of the assigned service areas, ensuring that statutory and local service priorities are delivered within the wider Directorate budget framework
To deliver strong leadership to the Property Team, ensuring staff are routinely supervised, developed, and empowered to deliver services independently in this complex area of service delivery
Requirements
Degree, Professional Qualification together with proven working experience in both public and private sector at senior level in asset management/regeneration and contract management for a minimum period of 5 years.
Successful background in the management of the operational delivery of a range of high profile Estate Management services in a local authority or other large complex organisation.
Leadership experience in the day to day management of staff in the public and/or private sector.
Successful development and delivery of services aligned to the TFM contract and other regeneration contracts.
Extensive knowledge, experience and understanding of asset management and strategic estate planning including regeneration set within a political context.
