Grade 14, £99,519 per annum (pay award pending),Permanent, Full Time, Based in Leeds£99,519 per annum (pay award pending), Grade 14LeedsPermanentFull TimeWe have an exciting opportunity here at The West Yorkshire Combined Authority for an experienced People and Transformation leader to drive large-scale strategic people and transformation programmes across the organisation.You will provide oversight, direction and leadership of the people and transformation functions of the CA including HR, Digital and Technology, and Transformation. Driving a consistent focus on the importance of people, capability and transformation at the heart of the Combined Authority, to deliver efficiency and productivity.You'll have experience of delivering significant change and transformation, providing leadership across organisational boundaries together with excellent communication, influencing, leading on partnership working across the organisation and externally. You will provide strong, visible leadership to enable the organisation to transform and adapt, so that it is ready to embrace the opportunities and tackle the challenges that the coming years will bring.You will;
• Lead development and alignment of people and technology related capabilities, policies and processes across the Combined Authority in support of organisational objectives.• Oversee the development of people strategies that enable the Combined Authority to attract, develop and retain the best talent in the region,• Drive our ambition to be recognised as a leading inclusive employer.• Provide a clear vision for the culture of the organisation and employee experience offer, leading its development and implementation• Oversee organisation development including corporate readiness, internal transformation and change management.• Oversee the HR team and its core functions, learning & development, reward, employee experience, business partnering and effective advisory and operational Human Resources operations • Oversee the Digital and Technology Services and oversee the development of corporate policy and strategy on technology including driving new ways of working to take advantage of technological developments• Provides leadership to the Health & Safety function, giving guidance and direction over H&S matters• Leads & manages organisational security strategy & policy and business resilience & emergency planning• Designated ‘owner / customer’ of services in relation to WH and any corporate facilities• Champion and integrate Equality, Diversity and Inclusion in every aspect of the role.
You’ll also;• Create and demonstrate a strong performance management culture, ensuring that people are accountable for the delivery of outcomes and outputs.• Be accountable for developing and delivering on KPI’s for the directorate, linked to the organisation’s objectives, vision and business plan, including ensuring that outputs are on time, to budget and of high quality.• Ensure your function has the right procedures in place to achieve your strategic objectives, developing and amending processes as required• Forward plan the workload of the function, thinking through potential contributions, identifying appropriate solutions and acting accordingly• Be responsible for providing accurate, compelling and strategic people and org. development advice to the Senior Management Team• Be responsible for effective and strategic employee engagement and relations• Lead and effectively manage all external stakeholder and supplier relationships.Key attributes also include;• Extensive practical experience of successfully performing in a similar role, developing an organisation through a strategic approach to people and org. development• Ability to appraise financial related information and reporting appropriately• Comprehensive experience of leading, negotiating and influencing stakeholders.We exist to enhance the lives of the people of West Yorkshire.
