The Role
The role will work flexibly to develop a strong understanding of key sector and economic requirements to support the development, implementation, and delivery of inclusive economic growth for Essex. The role will proactively build a robust network of key local partners and Essex businesses to identify a pipeline of potential projects for investment that will enable ECC to meet an ambition of sustainable economic growth through its identified 5 key growth Sectors.
The role requires a range of engagement, project management, analytical and delivery focused skills, as well as the ability to further develop an expert knowledge within the 5 key growth sectors and its potential to enhance growth within the Essex economy.
The role will require an ability to identify and work with key Essex businesses from within the 5 key growth sectors to facilitate long term, sustainable growth within the economy of Essex.
Accountabilities
· Act as central point of contact in ECC for Sector based economic growth to drive strategy and innovation and provide advice, technical knowledge and programme management as required.
· Responsible for maximising the benefits of inclusive economic growth within the Essexeconomy, promoting economic benefits and inward investment to create jobs, secure development, enhance the reputation and meet the carbon neutrality ambitions of Essex.
· Responsible for developing and managing business relationships with internal and external stakeholders in order to identify green opportunities for business, innovation and activity development.
· Engage with teams and partners to identify potential Sector based projects in advance of funding opportunities.
· Work collaboratively with internal and external stakeholders to attract grant funding and exploit Sector based growth opportunities where possible across all 5 key growth sectors within Essex.
· Responsible for ensuring strong project and financial management is applied to defined projects and budgetary lines in order that projects are delivered within budget and on time.
· Specific individual and shared targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring
· Educated to degree level and/or appropriate professional qualification relevant to the field or equivalent by experience.
· Ideally detailed knowledge of at least one of our Key Growth Sectors-Construction (including Green Construction & Retrofit; Clean Energy; Advanced Manufacturing and Engineering, Digital Technologies (including CreaTech; Life Sciences (especially MedTech and Care Tech).
· Experience of working with senior private sector business leaders.
· Demonstrable evidence of building strong networks and working effectively with a wide range of internal and external stakeholders, influencing partners and ensuring good relationship management.
· Proven track record of effective project management.
· Ability to provide robust written and verbal recommendations on proposed courses of action to senior leaders.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
