Role OverviewOversee a Council's property capital program, ensuring control, delivery, and monitoring.Manage high-profile projects, selecting and managing teams of consultants, contractors, and specialists.Lead multi-disciplinary teams in Property & Regeneration, ensuring all work meets professional standards and aligns with Council objectives.Ensure compliance with corporate, procurement, construction, and health & safety regulations.Key ResponsibilitiesAssemble and manage project teams to ensure successful delivery.Oversee project life cycles, from development to completion, including budgeting and programming.Possess and apply extensive knowledge of various construction and design disciplines.Manage tender submissions and contract negotiations.Lead Welsh Government funding applications and manage project changes effectively.Communicate extensively with clients, consultants, and authorities to ensure project success.Provide technical advice, ensuring effective information flow and adherence to reporting procedures.Perform inspection duties, ensuring compliance with relevant procedures and addressing quality issues.Develop new initiatives and ensure Health & Safety compliance.Advise on legal matters and participate in investigations and proceedings if required.Resource capital programs to meet stakeholder needs and provide consultancy procurement advice.Negotiate contracts directly when needed and manage contractual claims.Provide cost advice and prepare bespoke contract documentation.Authorize work orders and liaise with the HSE and Receivers/Administrators as necessary.Assist in the financial control of the Directorate and participate in administrative tasks as requested.
