Job Title: Procurement Officer
Salary: £30,000 - £38,000

Panoramic Associates is supporting our public sector client to recruit a Procurement Officer on a permanent basis. Key Responsibilities:
* Support Category Managers in delivering procurement projects, conducting options appraisals, and managing tender and contractual arrangements in line with regulations and deadlines.
* Coordinate contract and supplier management, maintain accurate records, and support market engagement to drive best value.
* Ensure all procurement activities comply with Contract Procedure Rules, public procurement legislation, and ethical standards, while promoting continuous improvement and collaborative practices.
* Liaise with internal and external stakeholders, supervise Procurement Assistants, and contribute strategic procurement objectives.
Essential Criteria:
* CIPS qualified, working towards, or evidence of relevant CPD.
* Proven experience in public sector procurement, ideally within a politically influenced environment.
* Strong understanding of public sector procurement regulations, including completed training on the Procurement Act 2023.
* Experience managing end-to-end procurement processes.
* Skilled in spend analysis to support procurement decisions and report on savings, local spend, compliance, and social value.
* Confident using e-procurement tools and platforms.
* Familiar with category strategies and their implementation.
* Strong commercial and market awareness.
Desirable Criteria:
* Supervisory experience.
* Strong planning and organisational skills.
* Expertise in contract and supplier management.
* Experience in place-based procurement categories.
