We are seeking a Procurement Advisor for our Government client based in either London or Glasgow. This role will be office based 3 days per week and the remainder remote.

The Procurement Advisor role will be an initial 6 month contract, paying between £450 - £500/Day Inside IR35.

This role is inside IR35 - Due to the service of the role it will now be based on an Umbrella solution.

Role Profile:

• Take charge of procurement initiatives: assist in formulating specifications and contracts, oversee the Invitation to Tender (ITT) and evaluation processes through the eProcurement platform Jaggaer
• Foster and maintain networks with program teams, government departments, and the supply base, ensuring a comprehensive grasp of the relevant spending categories or programs
• Demonstrate creativity and innovation in designing and implementing service requirements for intricate procurements, ensuring optimal value for money
• Support proper project governance, including documentation, business cases, and presenting cases to relevant boards
• Assist in managing the project and contract pipeline through the eProcurement platform, facilitating accurate and timely reporting
• Ensure consistency across programs by utilizing tools and processes such as e-sourcing tools, guiding commercial activities, and generating high-quality commercial management information
• Establish and cultivate high-level contacts with other government departments and relevant suppliers, exercising tact and diplomacy
• Deliver high-quality service to local country or thematic Programme teams, incorporating stakeholder connectivity, pre-procurement market engagement, and supplier selection
• Cultivate market awareness for key categories, identifying opportunities for innovation, cost-effective solutions, and new operational methodologies
• Address complex and potentially contentious issues, contributing to their resolution
• Support initiatives promoting Supplier Relationship Management (SRM)
• Provide guidance on supplier management for the specified category, utilizing commercial management information to inform engagements with suppliers
• May involve operational line management responsibilities
• Demonstrate a thorough understanding of the Public Contracts Regulations (PCR) 2015
• Showcase a track record of successful procurements in the public sector, coupled with strong commercial awareness, judgment, and risk management skills
• Possess hands-on experience with the End-to-End Procurement Process in the Public Sector
• Manage multiple procurements and projects simultaneously, including Framework call-offs (GCloud, DOS, etc.)
• Exhibit strong written and verbal communication skills, coupled with influential abilities to engage stakeholders at all levels
• Display excellent attention to detail in all aspects of work
• Capable of working at a fast pace, handling multiple conflicting priorities efficiently
• Demonstrate robust problem-solving skills, making decisions based on well-thought-out conclusions and recommendations.
