A major international energy operator is seeking a Downstream Market and Strategist Analyst to join its capital planning and strategy team. This high-impact role will support the evaluation and development of large-scale refining and petrochemical projects, including long-term investment strategies, business case analysis, and early-stage planning for new facilities.
The successful candidate will operate at the intersection of engineering, economics, and business planning—working across multi-disciplinary teams and engaging senior stakeholders in strategic decision-making.
Overview
This role sits within the downstream capital planning group, which leads the early-stage development of strategic capital projects, portfolio optimisation, technical due diligence, and long-term facility master planning. The group’s remit spans the full investment lifecycle—from opportunity framing and feasibility studies through to front-end design scope development and capital expenditure proposals.
Key Responsibilities
Conduct feasibility studies and develop strategic business cases for refining and petrochemical facilities
Lead integrated, cross-functional project teams to define and scope major capital projects
Prepare expenditure request documentation and present to corporate leadership
Engage with internal stakeholders including operations, engineering, business development, and project management
Perform technical and economic evaluations of existing assets and new investment opportunities
Provide critical input on process simulations and economics, including linear programming (LP) modelling
Review third-party evaluations and ensure technical accuracy and strategic alignment
Deliver high-quality presentations to senior management on investment proposals
Act as a consultant and advisor to the wider planning and strategy teams
Mentor junior planners and support capability development within the function
Requirements
Bachelor's degree in Chemical Engineering
Advanced education or qualifications in Economics are highly preferred
At least 12 years of experience in capital project planning, including:
Economic evaluation and feasibility studies
Engineering study execution and budget preparation
Refining or petrochemical operations analysis, with specific expertise in LP modelling
Strong written and verbal communication skills
Experience making technical presentations to senior leadership
