About the Role:
We are seeking a Capital Delivery Project Manager to join our collaborative team, supporting the successful planning and delivery of major capital and maintenance works for Brentwood Borough Council and Rochford District Council. With a combined project value between £5m–£10m, this role plays a pivotal part in shaping the built environment and enhancing community assets.
Key Responsibilities:
* Prepare feasibility studies and business cases to secure capital investment.
* Lead on the commissioning, procurement, and contract management of construction and maintenance projects.
* Develop detailed project briefs, technical specifications, and tender documentation.
* Manage project budgets, timelines, and performance metrics.
* Act as the primary liaison between the Councils and appointed contractors.
* Oversee on-site delivery, ensuring compliance with health and safety legislation.
* Engage with stakeholders, including consultants, planning and building control officers, and elected Members.
* Conduct post-project reviews to identify lessons learned and promote continuous improvement.
* Support delivery of environmentally sustainable projects aligned with net zero targets.
About You:
You’ll be a highly organised, detail-oriented project manager with experience in capital works delivery, ideally within a public sector or built environment context. You will bring:

Strong project management and procurement experience.
*
Excellent communication and stakeholder engagement skills.
*
A good understanding of building regulations, planning processes, and health and safety legislation.
*
Ability to manage technical consultants, contractors, and internal teams.
*
Budget management experience with projects in the multimillion-pound range
