Belmont Recruitment are seeking an experienced Talent & Recruitment Business Partner to lead the delivery of end-to-end recruitment for temporary agency staff in a complex public sector environment. This strategic role focuses on sourcing high-quality agency workers, managing relationships with MSPs, and improving recruitment outcomes aligned with workforce planning goals.

Key Responsibilities:

Manage the end-to-end recruitment process for all agency roles, from sourcing through onboarding

*

Liaise with hiring managers to understand workforce needs and define recruitment strategies

*

Work closely with Managed Service Providers (MSPs) and suppliers to ensure timely, quality placements

*

Monitor and enforce compliance with AWR, IR35, and employment legislation

*

Reduce off-contract spend by driving adherence to frameworks and approved suppliers

*

Develop and implement strategies to convert agency workers into permanent hires

*

Produce regular reports on temporary staffing usage, spend, and performance metrics

*

Support audits and maintain accurate recruitment records and compliance documentation

*

Advise on market trends, skills shortages, and pay benchmarking to inform hiring plans

*

Provide training and guidance to managers on recruitment best practices and agency protocols

*

Drive continuous improvement in recruitment processes, systems, and service delivery

*

Support the council’s wider workforce planning and talent attraction initiatives

What we’re looking for:

Strong knowledge of temporary staffing regulations and public sector recruitment

Proven experience managing vendors and recruitment frameworks

*

Track record of driving cost savings and improving compliance

*

Confident communicator with excellent stakeholder engagement skills

Analytical mindset with a solutions-focused approach

Hybrid working (2 days on site per week).
