Our client, a public sector organisation, seek an interim Head of Portfolio Management for a period of 6 months.
This role is based in Edinburgh, with some hybrid working.
It attracts a day rate of £750 (inside IR35) umbrella.

Shape and scope the portfolio and its delivery roadmap- what's in it, why, what are the expected deliverables, resource requirements, costs, timescales etc., based on Project and Programme Management (PPM) principles
Set up Planview for our Portfolio in order to have a clear picture and detailed understanding of our priority change projects and programmes
Contribute to the design and establishment of a 'change board' that will insure executive level input to the construction of the Roadmap, prioritisation of projects and programmes and oversight of the Roadmap
Establish all necessary data feeds to inform and accurately maintain
Planview e.g. resources, costs, intent, inter-dependencies etc. to understand the overall change Roadmap
Establish and report on comprehensive risks logs across the portfolio.
Oversee and drive a robust change control process to enable risk mitigation and enable transparent communication when significant impact is expected.
Deliver high quality and transparent reporting and metrics on the performance of the portfolio enabling intervention to remove obstacles, make priority calls and deliver target outcomes.
Build Portfolio resource plans / capacity needs aligned to the Roadmap
Establish and develop PMO capabilities across the Directorate to ensure appropriate challenge and oversight is applied to all projects in line with best practice and that support is provided to the full project delivery lifecycle from business case creation, product analysis, technology planning, execution and benefit realisation.
Leading on the design and implementation of a Target Operating Model (TOM) that will enable the directorate to deliver, 'Better, Sooner, Safer and Happier' taking account of technology in SG (e.g. Teams), competency, capability and capacity in respect to workforce management and governance (enabling decision making to be faster, empowering people through delegated accountability and traceable (so to adhere with internal controls and corporate governance)
Demonstrable authority and responsibility for effectively and efficiently managing complex change portfolios with budgets in excess of £5M
Demonstrable strong performance in prior project management and/or delivery roles, with increasing levels of responsibility and independence.
Ability to lead complex operational and strategic initiatives with budgetary responsibility.
Experience managing the portfolio pipeline, ensuring resources are deployed across projects within a highly changeable business where active prioritisation is always required.
Experience in balancing and managing multiple internal 'customers' at a senior level in the development and execution of complex projects and programmes.
Competence in motivating and managing resources at all levels in a matrixed, multidisciplinary and globally diverse environment.
Substantial experience of working with both Agile and Waterfall project management methodologies and associated tools and techniques.
Significant experience of release management and software development lifecycle.
Ideally, experience of setting up and administering Project and Programme Planning software such as Planview and/or JIRA
